It's a jumping rat, that's for sure. Presumably from King Joey's Rat Kingdom. But as for who it is for sure, I do not know. It's probably just a random background character who auditioned to join The New Wiper Fluid.
There are no other news publications on it yet, and its standard application page doesn't say precisely what it is, but my best guess from the description's list of categories is that it could be a new short film or series, or possibly a new feature film! The other filed applications under the title include books, clothing, and DVDs, so it seems to be planned for wide distribution.
Anyway, I just thought you'd like to know. :) I like checking trademark applications for new Kung Fu Panda stuff, and I happened to find Madagascar today at the top of the list.
I'm super excited to hear this news too. I've followed Madagascar from the very beginning and I will continue to do so with this new installment. Judging by the books, clothing and DVD trademark applications, I doubt it'll be another Netflix exclusive series since All Hail King Julien didn't have much if any of those kinds of merchendise as far as I was aware. At the moment, I hope it'll be another theatrical film, which I feel has been long overdue.
I would like to add more trivia to a few All Hail King Julien pages but I fear they may be a bit too contoversial and I don't want to get in trouble for them. First is about Run For The Border where King Julien's wall plan is similar to that of the current United States president. And the second is for Raiders of the Lord Shark where Ned mentions that the dolphin's plan was called "The Aquatic Solution" in reference to the Holocaust. Should I add these facts straight up, or should I phrase them in a way that seems less offensive?

In situations like this, I would say that if the information isn't needed, then it will not be necessary to have it included in the article. But as for the case of Run For the Border, since it is reported by a foreign source(s), you may quote that foreign source. Like for example, you may, for example, say, according to reports by NewsBusters.org, the episode takes a jab at Donald Trump and his supporters, and so forth.
That way, you can avoid from getting in trouble and the worst case scenario is that the content shall be removed if someone takes it as an offensive content.

Hi Brendan, I finally got the new wordmark all done for you. Sorry it took so long - I finally got Photoshop back a couple days ago (plus upgraded to the latest version, yay!) and just recently got some time to work on it. I used the less-embossed version of the Madagascar logo, plus custom-made the "Wiki" font instead of using Arial caps like the old wordmark. Anyway, hope you like it!
I have two versions: a small wordmark-sized one, and a large one for you to use at your own designing disposal. I went ahead and uploaded them to the wiki's file database - feel free to save the files and delete them afterwards.
The custom font really makes it look better. Suits the theme of the movie and all. I don't know what can I do to repay this.
And heheh, thanks ^^ After you mentioned about changing the background, I realised that my previous one was too crowded and so I was like "nope, this can't do". So after months of thinking I decided to come up with this one.
No need to repay me, I was happy to do it. It was also good memory-refreshing practice for me after being away from Photoshop for a while.
I really didn't mean to insult your last background, lol. But to be constructively honest, the design was okay for the most part, but the images made the whole thing seem like a clipped collage. So like you said, crowded, but I've personally seen worse. XD
The new background in comparison has a more clean, simple look, and it very clearly matches the franchise's theme. Much better colors too - I think the Madagascar green suits better than the Penguins blue. I also like its fixed size - you did that with CSS, right? I should maybe try it out on the KFP wiki in the future.
Naah I don't feel it as an insult; I need constructive criticism in fact, it's the only way I can make sure things look as good as possible. In fact sometimes I hate it when people are trying to be nice when I'm asking for honest opinions cause it's hard to know whether I am doing it good or not xD
And yes, I did that using CSS. The Woolly Howl from the HTTYD Wiki helped me with that.
Also, your new background for the 10th Anniversary looks brilliant! I love how you kept it to the main characters of the first movie only.

I'm surprised (and yet simultaneously not surprised considering their history with past site-wide projects) that Wikia hasn't yet made an admin-only button to quickly and easily change the header's image and text. It's not very intuitive to have to jump through hoops to find out how to do something so basic to a unique (and allegedly "important") page on the wiki. I guess like their past projects, community pages were just a month-long hype that's now died out. :P
I discussed with our bureaucrats about your message regarding affiliating with ESB (Encyclopedia SpongeBobia), and they said that currently they are not looking for a wiki to affiliate with. But thank you.
